  1. Peanut Sauce: In a medium bowl, combine the peanut butter, soy sauce, rice vinegar, lime juice, water, maple syrup, chili sesame oil, and garlic; whisk until smooth and thoroughly combined.
  2. Noodles: Prepare the noodles according to the package directions. Rinse well with cold water; drain. Toss with toasted sesame oil.
  3. Cabbage Mix: In a large bowl, toss the cabbage, romaine, basil, mint, and rice vinegar until combined.
  4. Divide the noodles among 4 bowls. Divide the cabbage mixture among the bowls and place on top of the noodles. Top each bowl with the carrots and peppers. Drizzle with 1/4 cup peanut sauce.
