Directions
- Preheat oven to 350F. Heat water in medium skillet over medium heat. Add onion, stirring occasionally until it begins to soften, around 3 minutes. Add ground beef, garlic, cayenne powder, cumin, garlic powder, and onion powder, stirring to break up clumps of meat. Cook until meat is browned, around 5 minutes. Turn off heat and set aside.
- In medium bowl, mix together regular and low-fat refried beans. Spread bean mixture onto bottom of 9"x13" baking dish. Top with meat mixture. Sprinkle green chilies on top of meat mixture, then sprinkle with cheese. Dot surface with salsa. Put baking pan in oven until thoroughly warmed and cheese is melted, around 12 minutes. (Alternatively, prepare nachos up to 24 hours ahead of serving time and heat in 350F oven until thoroughly warmed and cheese is melted, around 35 minutes.)
- Serve family-style with chips and more salsa, as well as optional lime wedges, guacamole, and chopped green onions.
